Delegation of the European Union to Ukraine.

Övergripande

The Delegation's mandate includes the following:

  • To promote the political and economic relations between Ukraine and the European Union by maintaining extensive relations with governmental institutions and by increasing awareness of the EU, its institutions and programmes.
  • To promote the implementation of the Association Agreement/DCFTA between the EU and Ukraine.
  • To inform the public of the development of the EU and to explain and defend individual EU policies.
  • To participate in the implementation of the European Union's assistance programmes.

The expert should have the ability to;  

  • Provide sound military advice and expertise, in close coordination with the civilian experts.
  • Assist the Head of Delegation and the Delegation staff to monitor security developments and contribute to analysis and reporting in the field of defence, security, counter-terrorism, and military aspect of the Security Sector Reform.
  • Have a comprehensive understanding of the regional security situation.
  • Interact with other disciplines/components of EU institutions.

Huvudsakliga arbetsuppgifter

Under the direction of the Head of Delegation, the Military Advisor will:

  • Lead on the liaison with civilian and military contacts within the Ukrainian MOD and other defence and security organizations and think tanks as required.
  • Liaise, evaluate and report on local and regional security and defence related dynamics, including Russia's increasing militarization and growing military assertiveness in eastern Ukraine, the security and military aspects in the illegally annexed Crimean peninsula, the Ukrainian Armed Forces and defence related structures, including defence expenditure, structural changes and trends in long-term planning.
  • Maintain briefing, country factsheet and scene-setters on Ukraine's security situation and defence policy issues by monitoring developments, reporting and by building up a defence community network.
  • Prepare the Head of Delegation for key visits and meetings through appropriate written and verbal briefings, as required.
  • Ensure a close and ongoing security and defence dialogue with the Ukrainian military authorities, by conducting defence diplomacy and security cooperation.
  • Support global EU actions in the framework of security and defence;
  • Establish and develop working relations with the CSDP EU Advisory Mission (EUAM), with a view to ensure a coordinated and comprehensive approach in the EU action in support of the reform of the Security Sector in Ukraine.
  • Retain a functional link to the EU Military Staff Director General (comprehensive reporting through the Head of Delegation, including responding to requests for information), who will link the Military Advisor with CSDP and Security structures in the European External Action Service Headquarters, and assist and coordinate his/her liaison with other EEAS departments.
  • Facilitate better coordination and increased coherence of EU action, inter alia through accurate and timely information directly from the field, including assessments of possible support measures such as equipment, training, capacity building and the provision of advice and mentoring. 
  • Establish close cooperation with Member States' Military Attachés, and liaise with local and international stakeholders on military issues.
  • Assess and report on military situations and on any impact they could have on the EU, ensure the exchange of information with partners and in particular with Member States and update the Delegation staff, and, as appropriate, the local military authorities and other security structures, on CFSP and CSDP related issues.
  • Contribute to the development of proposals for EU activities in case of emerging security needs.
  • Establish relations with other International Actors active in the field in Ukraine, such as UN or OSCE, and facilitate the exchange of military experience (lessons learned) between the EU and the UN, as well as with OSCE, as appropriate.
  • Undertake any other duties that may be required by the Head of Delegation and DG EUMS.

Kvalifikationer

  • Graduate of a national Joint Staff College (or civilian equivalent) with international or multinational staff experience.
  • OF/CF 4-5
  • Proven experience in pol-mil environment.
  • Ability to produce high quality work within limited timescales;
  • Communication skills:
    • Capacity to work and communicate under time constraints in an international diplomatic and multilingual environment.
  • Intercultural sensitivity skills are required.
  • Interpersonal skills:
    • Excellent interpersonal, networking, and influencing skills, to be able to develop and maintain a network of key contacts.
    • Ability to develop and maintain effective work relationships with national andcultural background with sensitivity and respect for diversity.

Meriterande 

  • Experience in military analysis and diplomacy with a demonstrated ability to manage and coordinate many different levels and participants.
  • Knowledge of Ukraine's political structures, policies, and particulars / sensitivities.
  • Experience in the country and/or region.
  • Experience in working in the EU environment is highly desirable.
  • EU or international post-conflict mission/organization field experience.
  • Familiarity with other international actors in the field of crisis management.
  • Sound, proven reporting skills.
  • Excellent negotiation skills and proactive approach.
  • Familiarity with diplomatic protocols.
  • Strategic and creative thinking as well as proven decision making ability.
  • Ability to be deployed for a tour length of 2 years minimum.
  • Good knowledge of modern IT tools; competent in MS Office applications including Word, PowerPoint, Excel.
  • Security Clearance level SECRET.
  • CSDP High Level Course graduate.

Språk

Thorough knowledge of CSDP languages (capacity to write and speak in English (preferably SLP 4443 and not less than SLP 3333); good working knowledge of French (SLP 3232). Knowledge of Ukrainian or Russian would be a strong asset. 

Personliga egenskaper

Solid analytical capability as well as drafting and reporting skills. Ability to grasp issues quickly and communicate them effectively, including to senior interlocutors; capacity to identify issues and solutions.

Övrigt

Placeringort i Kiev, Ukraina. Tjänstgöringsperioden i befattningen är 2020-01-15 till 2022-01-31, eventuellt förlängning av tjänstgöringsperiod kan diskuteras under periodens gång. Anställning sker enligt URA - avtal om utlandskontrakt och riktlinjer för anställningsvillkor vid tjänstgöring utomlands.
